a feature to turn off automatic rests

I would like the option to create with out the restriction of an automatic fill of rests. For example when creating worksheet for my students where I would give a half note on the G line in the Treble Clef  and ask them use a half note to draw a step up, with the automatic fill in of rests a rest is given where I would like them to draw the note. Using white out is tedious and looks unprofessional. Help please.

  I wish for the same. sometimes I want to write freeform without rules. actually I want this most of the time

  I'm a newbie, but I'm unsure how to have an incomplete measure at the beginning of a song, in the Refrain, that will be completed with the (partial) last measure of each verse...
