Allow 4 Tuplets even when it's possible without a tuplet.
It should be possible to create a 4-tuplet even when it is technically possible to create the same rhythm without a tuplet.
For example, it is POSSIBLE to divide 5 8th notes evenly into 4 groups of 5 32nd notes, but the result is difficult to read and understand, whereas the 4-tuplet neatly expresses the musical intent.
The same is true for 4 over 3 or dotted 8th notes. There are plenty of situations where it might be easier to read if the rhythm was written as a four tuplet rather than as 4 dotted 8th notes.

Upon further investigation, it seems that the problem might also be related to the way that notes are selected which will BECOME the tuplet. I'd like to be able to select a half rest and an eighth note and turn that into a tuplet but I believe that isn't currently possible. My understanding is that a tuplet can only be formed from a single rest unit.
