Allow the user to add the mixer to the top (permanent) menu bar

I use the Mixer often enough that I'd like the ability to toggle it on and off from the permanent menu bar, where the Parts, Formatting, and Zoom functions are, rather than the current methods of accessing it by either having to keep the sound menu visible on the customizable menu, or initiating playback to make it appear.
