Need an App in order to incorporate into Schools

I love for my students to have access to noteflight through their ipads, but my number one problem is students flipping between tabs in Safari instead of being on their sheet music. If Noteflight was an app then I would be able to lock the students into the app. I know that your organization seems against making Noteflight an app, but it is almost vital in order for me to justify using Noteflight Learn in the future. I think that it is an amazing tool, but I need to be able to control what my middle schoolers are accessing and the best way to do that is through apps and not websites.
